Project Name: Downtown Water Storage Tanks & Upgrades at Hemphill Pump Station

This project involves the design and construction of a 6 MG finished water storage tank and 60 MGD pump station facility that will provide distribution water storage for downtown Atlanta. This facility will provide a short-term (74 minutes) back-up water supply to feed the water distribution network should there be a major disruption at the Hemphill Pump Station or a major break in one of the key distribution lines that feed the downtown and surrounding area. Additionally, three existing 4.16 kV Finished Water Pump VFDs, valve actuators, switchgear, and the manual inlet valve with motorized valve will be replaced. The existing SCADA panel system will be upgraded, and three pump control check valves will be replaced. Lastly, the pressure and flow monitoring at the pump station will be upgraded.
The scope of this project includes:
- Installing above ground water storage tanks with a total storage volume of 6 million gallons
- Installing piping for connecting the pump stations to the distribution system
- Installing remote supervisory control and data acquisition (SCADA) controls for automated operation
- Installing water quality equipment
- Installing backup generators for uninterrupted electrical supply
- Providing architectural treatment to blend into the neighborhood
The scope of work at the Hemphill Water Treatment Plant includes the following
- Replacement of three (3) existing 4.16kV finished water pump variable frequency drives (VFDs) and valve actuator replacement
- Replace pump No. 2 manual inlet valve with motorized valve
- Upgrade existing SCADA panel for programmable logic controller (PLC) processors redundancy and all controls and monitoring as necessary for the VFD and valve actuators proper operation
- Replacement of three pump control check valves
- Upgrade of the pressure and flow monitoring at the Hemphill Water Treatment Plant Pump Station
Justification:
- Improves reliability of drinking water pressure and fire flows
- Adds redundancy to maintain water pressure and reduce potential boil water advisories
- Increases the volume of water available for fire flows
